What documents are required to buy land in Lucknow?

Ask for the registered sale deed and the earlier deeds that trace ownership, the current land record (khatauni) with proof of mutation, an encumbrance certificate, the approval of the development authority or the approved layout, land-use papers, tax receipts and the seller's identity proof; for a builder's project, its UP RERA registration number. Have an advocate check them before you pay anything.
Explanation
1. Proof of ownership
- The registered sale deed in the seller's name, and the earlier deeds that show how the property reached the seller: the chain of title. Lawyers and lenders usually look back about thirty years or to the original allotment or grant.
- For plots allotted by an authority such as LDA or the Awas Vikas Parishad: the allotment letter, the lease or sale deed and the authority's permission to transfer, if the scheme needs one.
- For inherited property: the will, succession certificate or partition deed, and proof that every heir has agreed.
2. Land records
- The current khatauni (record of rights) and khasra number, which you can look up on UP Bhulekh by district, tehsil and village. Compare the owner's name and the area with the deed.
- Proof of mutation (dakhil-kharij): that the earlier sales were recorded in the revenue or municipal records.
3. Anything registered against it
- An encumbrance certificate (in Hindi, bhar-mukt pramaan patra) for the period you need. It shows mortgages and other registered charges. The Stamp and Registration Department offers it through igrsup.gov.in.
- A check for court cases, attachments and loans on the property or against the seller, by your advocate.
4. Approvals and land use
- The approved layout or map from the development authority (for example LDA), or proof that the colony is approved or regularised. A plot in an unapproved colony can be refused water, electricity and a building permit.
- The land use: agricultural land cannot be treated as residential until it is converted. Rules on who may buy farm land, and on conversion, are specific to Uttar Pradesh: take legal advice.
- For a plotted or building project that must be registered: the UP RERA registration number, checked on up-rera.in.
5. Taxes and dues
- Property-tax receipts and no-dues proof for water, electricity and any society or development charges.
6. The seller and the signatories
- Identity proof of every owner, and their consent if there are co-owners.
- If a power of attorney is used, the registered power of attorney, checked for validity and for its exact powers.
7. For you
- Your PAN and identity proof, and a record of the payments, made by bank transfer.
Important considerations
- Never pay a token or advance before an advocate has seen the documents.
- Compare the name, the area and the plot or khasra number across every document: mismatches are the commonest warning sign.
- Ask for originals and check copies against them.
- A RERA registration or an approval does not by itself prove clear title.
- Pay by bank transfer and keep receipts.
