What is the circle rate in Lucknow?

Short answer

A circle rate is the minimum value per unit of area that the government sets for registering property in a locality. In Lucknow it is notified for each area, road and use, so there is no single figure. Stamp duty and the registration fee are charged on the higher of the circle-rate value and the price in your agreement.

Explanation

What it is

The circle rate is the least value at which the authorities will register a property in an area. Different localities, roads, uses (residential, commercial, agricultural) and kinds of property (land, flat, house) have different rates, which is why people speak of the circle-rate list rather than a single circle rate.

How it is used

When a property is registered, stamp duty and the registration fee are charged on the higher of the price in the deed and the circle-rate value (rate × area, plus the value of any building). A lower price in the deed therefore does not lower the duty. See stamp duty in Uttar Pradesh.

It is not the market price

The circle rate is a government minimum for registration. Market prices can be higher or lower. LucknowSquare's price index shows asking prices from real listings, which are a third thing again.

How to find the rate for your property

  1. Note the tehsil, the locality (mohalla or scheme), the road and the use of the property.
  2. Look the rate up in the official circle-rate list. The Stamp and Registration Department publishes the lists at igrsup.gov.in; the sub-registrar office for the area can also tell you.
  3. Check the unit the list uses (rates are usually given per square metre) and the date from which the list applies.
  4. For a constructed property, the official method also adds the value of the building after depreciation.

Revisions

The authorities revise circle rates from time to time. A revision raises or lowers the minimum value at which property in the area can be registered, so check the list that applies on the day you register.

Examples

If the official rate for your road is ₹40,000 per square metre and your plot is 150 square metres, the land value is ₹60 lakh. If your agreement says ₹50 lakh, stamp duty and the registration fee are still charged on ₹60 lakh. These figures are only an illustration: look up the rate for your property.

  • Rates differ by locality, road, use and type of property, and are revised: always use the current official list.
  • Rates are usually per square metre: convert carefully (1 sq.m. = 10.7639 sq.ft.).
  • The circle rate is a registration minimum, not a valuation of your property.
